Should I rebuild or sell after the fire? A side-by-side way to decide

Key takeaway

Most Eaton Fire owners plan to rebuild: 79% of Eaton total-loss respondents said so in a March 2026 survey.

Under California law, if you sell your Altadena lot you can still collect insurance replacement cost to buy or build elsewhere, and Prop 19 may move your property-tax base. Unsolicited purchase offers are banned until January 1, 2027.

How do rebuilding and selling compare?

QuestionRebuildSell the lot
Insurance replacement costCollect as you rebuild; at least 36 months from the first ACV payment[3]You can still collect replacement cost if you buy or build elsewhere, up to the cost to rebuild on your lot[3]
Property taxKeep your tax base if you rebuild a comparable home within 8 years (Eaton)[4]Prop 19: move your tax base to a replacement primary home in CA bought or built within 2 years of the sale[4]
TimePermits: median ~147 days in the County so far, then construction [Estimate][6]Faster cash, but you then need a new home
FeesMost County permit fees deferred for eligible owner-occupants; Pasadena waives for eligible homes[7][8]Pasadena's waiver is lost if the property is sold (except to family) or listed[8]
CommunityStay on your lot and in your neighborhoodInvestors bought 57% of severely damaged homes sold by pre-fire owners in the first 18 months [3rd-party][2]

What does the local data show?

  • •United Policyholders (March 2026): 71% of total-loss respondents plan to rebuild, 20% are undecided, and 8% don't plan to. Among Eaton respondents, 79% plan to rebuild. [3rd-party][1]
  • •UCLA Latino Policy & Politics Institute (August 2026 data): 475 severely damaged single-family homes had changed hands from pre-fire owners in 18 months; investors bought 271 (57%). [3rd-party][2]

How do I decide? 5 questions

  1. What's my gap? Compare your dwelling limit (plus extended replacement cost and code upgrade) with a real construction estimate.
  2. How long can I pay for housing? ALE lasts at least 24 months and can extend to 36 for delays outside your control.[3]
  3. Can I keep my tax base either way? Check the 8-year rebuild rule and Prop 19.[4]
  4. What could I build? Like-for-like, bigger, or with an ADU. See Altadena rebuild permits guide and ADU and SB 9 guide.
  5. Rebuild cost vs market value: what would the finished home be worth, and what's the lot worth today? Altadena property values and lot prices can change, so get a licensed appraisal or agent opinion, not just an unsolicited offer.
